Challenge

Even simple legal tasks confront citizens with dense terminology, unfamiliar documents and multi-step procedures — and a mistake in a legal document has real cost. AI in this domain has to be precise, cautious and controllable.

Product

A platform with three portals — citizen, service office and administration — plus an AI assistant that drafts legal documents and analyses cases, conversational legal guidance, and a content-moderation layer.

Architecture

A monorepo with a single AI gateway — semantic cache, rate limiting and a circuit breaker — so models stay swappable and cost stays predictable; and a provider layer that keeps external services such as SMS and payments behind a stable contract.

AI

AI features only ship through a dual quality gate: a stress-test bank and zero critical findings. In legal work, caution is a product requirement.

  1. Decision 01

    One AI gateway with semantic caching, rate limiting and a circuit breaker — swappable models, controllable cost.

    A version stamp on the health endpoint, so a stale deployment can never hide.

Outcome

Maseer is live, and its customer-facing assistant runs on Pasokhinoo — two products from one ecosystem, working together.
